Public Notice - NPDES Pollution Prevention Plan (PRP) and a new NPDES permit


The Pennsylvania Department of Environmental Protection Rules and Regulations require public notice be given to allow the general public to provide comments and be present at a Public Meeting regarding the proposed adoption by the Township of a Pollutant Reduction Plan (PRP) in accordance with the requirements of General Permit PAG-13 Authorization to discharge under the national Pollutant Municipal Elimination System (NPDES) Permit for Stormwater Discharges from Small Municipal Separate Storm Sewer Systems (MS4). Upper Southampton Township must create a PRP due to discharges to the Southampton Creek (to the Pennypack Creek), Mill Creek (to the Neshaminy Creek) and unnamed tributaries which have been listed as impaired for several pollutants (sedimentation, nutrients, pathogens). The intent of the MS4 PRP is to establish ways and means to reduce these pollutants.

The NPDES Pollution Prevention Plan (PRP) and a new NPDES permit for Upper Southampton Township will be made available for public review at the Upper Southampton Township Administration Building located at 939 Street Road, Southampton, Pennsylvania 18966 beginning August 4, 2017 and written comments from the public will be accepted until September 5, 2017 (30 days). The Plan will also be presented during a public meeting scheduled for September 5, 2017 at 7:00 p.m. in the Southampton Free Library, lower level meeting room, 947 Street Road, Southampton PA, where questions can be asked. The PRP describes proposed measures to be taken to address impaired surface waters within the Township.
